With its interfaces to other forms of sustainable mobility, the Federal Mobility Forum (Mobilitätsforum Bund) is a one-stop shop of the Federal Government for the promotion of cycling. It is under the auspices of the Federal Logistics and Mobility Office (BALM). BALM is the Federal Ministry of Transport’s central project developer for cycling promotion. The Federal Mobility Forum acts as a knowledge hub and information platform and actively contributes to the NCP 3.0’s objective of making Germany a cycling nation by 2030.

The bicycle stands for modern, individual, sustainable, time-flexible and cost-effective mobility that is also good for one’s health. With the support of the Federal Government, municipalities and federal states are therefore working intensively on improving the cycling infrastructure, the framework conditions and the range of services for more cycling and sustainable mobility. There are still major challenges. The common objective is to provide safe, seamless cycling networks with high-quality, attractive cycling infrastructure.

The Federal Mobility Forum supports stakeholders in promoting their cycling projects and other topics of sustainable, inter- and multimodal mobility. The service is aimed at all stakeholders in the fields of cycling and modern forms of mobility.

The Federal Mobility Forum offers, among other things:

  • training courses, workshops and excursions in which specialist knowledge about cycling is passed on,
  • a series of events on municipal road safety work as part of the current Road Safety Programme of the Federal Government to support municipalities and districts in implementing successful road safety work,
  • funding advisors as a central point of contact for information on federal funding and promotion possibilities for cycling as well as individual, practical information and assistance possibilities,
  • a Funding Guide (‘Förderfibel’, (www.foerderfibel.bund.de, German only) to help users navigate the maze of federal and federal state funding programmes,
  • networking events to facilitate the exchange of information and experience within the community and with experts from other mobility fields,
  • a News-RADar providing information on current topics of cycling so that you are always up-to-date.

Earn as you learn course and continuous training in cycling

Promotional video of earn as you learn course ‘Planning and Implementing Attractive Cycling Networks’ – PLANRAD

In 2023, the earn as you learn course entitled ‘Planning and Implementing Attractive Cycling Networks’ (in short PLANRAD) was created on the initiative of the Ministry. It is offered by the Mobility Forum at BALM. On the basis of the Ministry’s brochure entitled ‘Attractive Cycling Networks’, the course covers all the essential fundamentals for the expansion of safe, attractive and convenient cycling networks.

It is aimed particularly at employees from public authorities (working and management levels, task forces) who assume responsibility for cycling promotion or planning on behalf of their employer.

The Mobility Forum’s introductory seminar on cycling planning entitled ‘#PLANRAD kompakt’ complements the existing comprehensive earn as you learn course entitled ‘PLANRAD: Planning and Implementing Attractive Cycling Networks’ with a concise summary as an introduction to cycling planning. PLANRAD kompakt is also based on the Ministry’s ‘Attractive Cycling Networks’ brochure. The introductory seminar is for both career changers and experienced experts, who want to refresh their basic knowledge.

Series of events on road safety

The ‘Local road safety’ series is designed to provide an overview of the interrelationships between road safety, infrastructure and traffic management and to teach the tools of road safety work at the local level. The series includes basic and advanced knowledge seminars as well as webinars. The aim is to convey knowledge and support the development of networks.
